朝鮮政府7月9日宣布，由于美國宣布承認朝鮮的主權，并承諾不會進行軍事入侵，朝鮮將于本月25日開始的那周重返朝核問題六方會談，這意味著陷入僵局一年多的六方會談出現了重大轉機。外電報道如下：North Korea said Saturday it will abandon its yearlong boycott of nuclear disarmament talks and resume negotiations this month with the U.S. and four other nations, a breakthrough reached just as U.S. Secretary of State Condoleezza Rice began a mission to end the impasse.
North Korean Vice Foreign Minister Kim Gye Gwan informed U.S. Assistant Secretary of State Christopher Hill that his country is prepared to return to the talks during the week of July 25.
Word of the North Korean decision came as Rice arrived in Beijing, the first stop on a four-country tour devoted primarily to the North Korea situation.
Disarmament表示“裁軍，繳械，解除武裝”，尤指減少或取消國家的軍事力量和武裝，例如：general and complete disarmament（全面徹底的裁減軍備）；regional disarmament（區域性裁軍）。
此外，朝鮮政府宣布重返六方會談和美國國務卿賴斯訪問亞洲四國幾乎在同一時間，顯得頗為微妙。應中國外交部長李肇星的邀請，賴斯9日抵京訪問，開始了為期5天的中、韓、日、泰亞洲四國之行。
