Focus should not just be put on top talents

TO ATTRACT top talents, the Inner Mongolia autonomous region is offering 100 million yuan ($15.1 million) in the first year and 10 million yuan in each of the following five years to fund their research. Other talents will receive 300,000 yuan a year. Beijing Youth Daily comments:

Scientists and researchers, particularly those in new industries, can make significant contributions to local development. Thus, the competition among local governments to attract them is growing increasingly fierce.

But since only few top talents will receive big enticements, local governments should focus more on favorable terms for talented people in general.

Such talents will consider whether a position will be good for their personal development, the salary, accommodation, and even jobs for their spouses and schools for their children.

And such talented people are important because they account for the biggest proportion of innovators and contribute more to the stable running of local innovation programs, which results in more stable and lasting development for a locality.

Therefore, local government officials should not only attach importance to high-end talents, but also pay attention to talented people in general, as they can benefit overall local development more.
