Japan is now at a turning point for its national security strategy, with the Cabinet approving a reinterpretation of the Constitution to allow limited exercise of the right of collective self-defense.
日本內閣同意通過修改憲法解釋以允許其有限度地行駛集體自衛權,這使得日本國家安全策略面臨重要變化。
所謂集體自衛權(collective self-defense),是指與本國關系密切的國家遭受他國武力攻擊時,無論自身是否受到攻擊,都有使用武力進行干預和阻止的權利。
日本內閣決議案文本表示,集體自衛權的行使范圍包括與日本有親密關系的國家遭受了外敵的攻擊(close allies under attack),事態危及日本國民的生命(a clear danger that the people's right to life, liberty and the pursuit of happiness could be subverted)和國家的存亡(a threat to the existence of the Japanese state),日本可以行使有必要的最小限度的武力(exercise force to the minimum degree necessary)。
日本現行憲法規定,日本實行放棄戰爭(renounce war as a sovereign right of the nation)、不維持武力(land, sea, and air forces, as well as other war potential, will never be maintained)、不擁有宣戰權(the renunciation of the right to wage war)的和平主義(pacifism),明確禁止日本行使集體自衛權。
